Anchor, additional or base price – one figure, three names

The Government announced an ordinance on anchor prices, but an ordinance on base prices went to consultation. We explain why they refer to the same figure.

The anchor price (sidrena cijena), additional price and base price all describe the same number: the price of a product or service on a specific day in the past. Only the document using the name differs.

Where the three names come from

On 9 October the Government announced a consultation on an ordinance on anchor prices. A few days later an ordinance on displaying base prices appeared on e-Savjetovanja. Understandably, this confuses businesses.

NameWhere it is usedWhat it means
Additional priceGovernment decisions (NN 101/26)Official term in the temporary price control measure
Anchor priceColumn in the published price list, mediaSame figure, common name
Base priceConsumer Protection Act, draft ordinanceSame figure, permanent legal framework

Why the base price matters

The Government decisions were adopted under the Act on Extraordinary Price Control Measures, i.e. as a temporary measure. The base price comes from the Consumer Protection Act and takes effect on 17 November 2026.

This means that displaying a reference price and publishing product price lists become a permanent part of doing business, not an emergency that will pass.

What about the lowest price in 30 days

That is a separate figure and does not replace the anchor price. The lowest price in 30 days is shown only during a promotion and is the basis for the discount percentage. The anchor price always accompanies every price.

On a discounted product the customer can therefore see three numbers: the sale price, the lowest price in 30 days and the anchor price.

Sale price€7.99what the customer pays
Lowest in 30 days€9.49basis for the % discount
Anchor (10 Sep 2026)€9.99always next to the price

In short

If you have sorted out the anchor price, under the current draft you have sorted out the base price too. Check the final text of the ordinance when it is published in Narodne novine (the Official Gazette).
