How to comment on the anchor price ordinance by 13 November

The public consultation on the base price and on publishing price lists is open until 13 November 2026. How to submit a comment that has a chance of being accepted.

Anyone can comment on the drafts until 13 November 2026 via the e-Savjetovanja portal. The minister himself said that nothing is set in stone and that exemptions will be adjusted in response to feedback, so now is the right time to weigh in on the anchor price (sidrena cijena) rules.

Which drafts are open

Draft ordinance on displaying the base price of products
Draft ordinance on how product price lists are published

How to submit a comment

1Open the link to the draft you want to comment on.
2Log in to the e-Savjetovanja portal (a user account is required).
3Choose whether to comment on the whole draft or on a specific article.
4Enter your comment and submit it before the deadline.

After the consultation, the competent authority publishes a report with a response to each comment, explaining whether it was accepted.

How to write a comment that has a chance

Tie it to an article. A comment on a specific paragraph is more likely to get a specific answer than general opposition.
Describe a real case. For example, a salon that sets its price only after an assessment, or a retailer running two web shops under the same sole proprietorship.
Propose wording. Write how the provision should read.
Ask about what is unclear. Whether the obligation applies to business-to-business sales only, what counts as a website, how to handle delivery.

Topics worth raising

A single CSV/XML file template, so that businesses and data users work with the same structures.
A clear list of exempt activities instead of general categories.
The deadline for publishing price list changes and whether the daily publication obligation remains.
The obligation that price lists be retrievable by software and what counts as blocking.
